Here's what this particular move actually means. Trump is consolidating power over his GOP congress. He doesn't see eye to eye with them on many issues and they will want to buck him on needed reforms and his stated agenda. So he's performing a go-around by getting these highl visible early successes with job creation and stabilization. This gains him "street cred" with his voter base, as a man who intends to MAGA! It also strengthens his bully pulpit to the point where he could call out a recalcitrant congressman (or a bunch of them) as going against the peoples' will, thereby reducing their voter support. Congressmen aren't stupid, they know they're up for reelection in two years and thus must maintain voter support, not lose it.
Trump saving manufacturing jobs in a visible way is a big "fuck you" to GOPe congressmen who would seek to block his agenda. And it's a way for him to pull those suckers back in line!
Sounds plausible however it seems that the situation would require Trump to make some concessions for the Companies to do that.
I hope that he becomes disabused of the tariff idea though as that will be a disaster.
