The correct answer is that a civilized nation should not torture anyone and should not use the death penalty. Instead, these terrorists, like their Islamic counterparts, should be tried fairly in an open, honest court, and if convicted on the massive amounts of evidence against them, be sentence to life in prison where they can do no harm to society ever again. That is what a morally upright society would do.
