The data does not distinguish between green card and passport holders
Then how do they know how many are citizens? Green card holders are residents, not citizens. I'll bet most people that renounce are green card holders that have already left. I know 2 people personally that renounced. Both were "accidental citizens" who were born in the US, but left as kids and never lived in the US. They didn't do anything about it until FATCA made it too onerous to keep their citizenship. I'm sure a big chunk of actual citizens that renounce are in the same boat.
Wow, a whole 4000 people out of 315 million. I'll bet real estate will be crashing any day now.
