I think you misunderstood the instructions: for it to keep Live Photo disabled after you switch it off in the camera app itself the switch in the "Settings" must be turned on:

So to keep "Live Photo" OFF, I have to turn the "Live Photo" ON on that screen.
Bad interface imho. It should simply be "Live Photo" with OFF or ON.
Settings -> Camera -> Preserve Settings -> toggle Live Photo off
All of those articles are wrong.
Apple forces this on you over and over regardless of that "Preserve Settings". Maybe it remembers to keep "live photo" off when you start the camera once or twice, but they always turn it on again if you just open the Camera app a few times.
What I really want is a Linux phone which won't spy on me and will do what I tell it to.
Advice?
