Bureaucracies grow almost like some abstract form of life, sucking in money wherever they can get it and using it for self-preservation and growth.

I suppose this a form of Buffett's "institutional imperative":

Just as work expands to fill available time, corporate projects or acquisitions will materialize to soak up available funds

Except in this case they are government projects.

So it makes sense that policies destructive to the country will be continued and supported as long as they result in funding for bureaucracies. The solution might be to teach this all through the public school curriculum so that students are quite aware of what is going on -- but that would require that the educational establishment teach something that threatens much of its own bureaucracy, so it's not going to happen.

Anecdotal, but the few Haitian immigrants I have run across were hard workers. It seems that with billions of dollars worth of materials they would have significantly rebuilt that island.
