Bannon/Trump's anti-trade and anti-cooperation (globalization) stance is new. I believe that what Trump is finding out is that the military likes globalization (the new world order) a lot, as it gives us a lot of power today (indefinitely as long as we can keep economic strength) and has resulted in a very long stretch with no world war. Bannon/Trump are making the bet that the only way to insure future economic strength is by restricting trade with the rest of the world.

I know the Clintons pushed that and tried to implement it, but Bush looked at China, the whole Bush administration said China is going to get wealthier, is becoming more democratic, and more free-market capitalist. That was a massive, massive mistake,” he said.”
