For disclosure I have always liked the Nokia phones, and have an N8.
Anyway, I don’t see Windows Phone 7 giving Nokia any more traction in North America over Symbian. Android however may be the OS Nokia wants to use to increase their market share in the US.
As far as Nokia moving to the Bay Area, I just don’t see them moving “significant†operations to Silicon Valley. Even then housing isn’t housing still “unaffordable†to tech workers making 100k/year? How many workers and how much do they need to make to keep prices propped up?

Nokia is putting down roots in the new Sunnyvale City Center office block. Much better location than their previous campus about a mile up 237, but in the middle of nowhere.
