I get a very strong feeling that's he's experiencing some major inner conflict. Doesn't want to go along with this, but has to for some reason. Blackmail, extortion, threats, etc.

Not a quick thinker, he can't come up with a way of naturally dismissing the question or weaselling out of a concrete answer like many politicians can, he simply continues on-script as if it was never asked which results in the jarring distortion in the flow of conversation we see in the video.
