Right now the options are:

1. Cross the Rubicon - the safest and best option IMHO
2. Low level irritation - in Minecraft, hit the enemy in their wallets and logistics. Orcs and Goblin foes have " farms " all spread out, often in surprisingly rural, less populated places.
3. Inflicting 20 years of CCP Technocrat-Bureaucratic Oligarchy on children and grandchildren.

And vehicle ownership. Inexpensive ICE cars will be outlawed, and expensive electric cars will the only vehicles allowed. Not just the initial cost of electric cars as expensive (especially the cost of a self drive car), but also the tax that will be applied for charge juice and road use. The average Joe will just forgo car ownership and do "Uber," which will have people moving back to cities and larger towns. If we do have self drive cars, you will likely share you ride with others as part of a routing algorithm.
