There's evidence, and just plain common sense good reasons to believe, that masks reduce (do not prevent, but reduce) transmission of airborne viruses, although we can't really quantifying how much in reality. I'm not going to argue the point, it's just not worth my time. Even if they just reduce the quantity of virus inhaled in some marginal cases it's still totally worth everyone wearing masks. This isn't a tough call.

Here's the problem, there is a large percentage of the population that ideologically believe that masks are 100% effective and therefore, they completely ignore social distancing guidelines, especially out in public. They reach over you to grab fruit at the food store. They stand 2 inches behind you in line. Previous studies from years prior indicate that cloth masks, at best were about 10% effective.
