So now SpecOps has a Secretary which directs their operations and has to sign off on them, with full intelligence clearance to understand The Who what how and why of the Operation. No more orders in the blind.
We're finally splitting intel from special operations. No more "Directors" running special ops without explicit approval, special operators will be equal to intel and can refuse their instructions unless it's commanded from the Oval Office.
