I believe that when you register to vote, you need to specifically opt out of vote-by-mail. So, that would be all the illegal aliens and legal residents that just left the "US citizen" checkbox blank.

I know someone who just got her "real id" this year and was automatically switched. She only found out she was switched when a ballot arrived in the mail.

Looks like recounts will have to happen and the Supreme Court will have to weigh in.
