Trump should have fired every federal employee hired during the Obama years. Maybe some could be hired back after close scrutiny, but, really, the default should be to wipe clean.

They did the job they were assigned to do.

It's incompetent to say. "Ah Gee Oops! We accidentally deleted Government property we're criminally liable for."

Incompetent so they can be fired immediately, so they can then be investigated for their Crimes.
If you accuse them of a crime, you have to keep them around because they are allowed "Due process".
We need to stop falling into that due process trap. That's how they manage to stay on and clean up all lose ends, so nothing happens to them or their comrades.

Fire them for gross negligence, then investigate them.
