I like Scott Adams suggestion:
1)form a national vigilante group
2)if your city is attacked, vigilantes gather to protect it in serious numbers
3)surround each rioter who is intent on property crime, tie them up or duct tape them and ruin their clothing with red paint. That way only their property is damaged not their person. Fair, right?
Scott initially suggested stripping the rioters naked and stealing their clothing but that could run afoul of the law. Taping them up to a light pole covered in red paint works better by far.
