Identities are masked when a US person who is NOT the target of the surveillance is captured on the communication — this is an “incidental communication.” They are unmasked when the identity is necessary to understand the intelligence. All legal, no warrant required.

It’s also a fairly routine process that occurs thousands of times annually, including by Trump administration officials.

One more thing: All of the people who “unmasked” Flynn were top national security officials in the Obama administration. It was literally their job to use intelligence to make informed decisions affecting the national security of the United States.

If there’s a scandal here, it’s that Grenell is currently the nation’s top intelligence official. He’s not qualified. He was never confirmed by the U.S. Senate. He’s pushed out dozens of career professionals perceived as not loyal to President Trump.

And now Grenell is using the intelligence apparatus in an attempt to help the president politically.

Unmasking is supposed to be done only if it's absolutely crucial the recipient learns the name.

We're going to get the "Process in Place" excuse. Of course, when cronies are running the process, everybody is justified in getting access.

So you think it's OK for an outgoing administration to investigate an incoming administration's national security advisor?

Michael Thomas Flynn (born December 24, 1958) is a retired United States Army lieutenant general who was briefly the National Security Advisor to President Donald Trump.

He became a senior advisor to Trump during his presidential campaign and served as the National Security Advisor from January 23[10] to February 13, 2017.[11] He resigned after information surfaced that he had misled the FBI and Vice President Mike Pence about the nature and content of his communications with Russian Ambassador to the U.S. Sergey Kislyak.[12][13] Flynn's tenure of just 24 days is the shortest in the office's history.[14][15]

So Flynn's a convicted felon who has yet to be charged of colluding with the Russians to not retaliate against America for the sanctions Obama leveled against Russia for buying facebook ads to influence the 2016 election.

So there is an on going counter-intellegence investigation into Ruskie interference into the 2016 election. There is a wire tap or some type of bug on the Ruskie ambassador, in the course of this monitoring an American citizen is caught speaking with him. Why the fuck would you need to know who that citizen was? Really? Really?That is just completely stupid. Of course you unmask him. The problem is that for some reason we don't know yet, may never know is why Flynn lied to Pence and the FBI about the conversation. Which though a technical violation of the law would never be prosecuted. Why did he do that? There is a lot here we don't know maybe this renegade judge will reveal it, hope so.
