My French is nonexistent, but what I can gather from the link is that Nobel Prize in Medicine winner in 2008 (as one of HIV discoverers -https://en.wikipedia.org/wiki/Luc_Montagnier) claims that covid-19 is an artificial (modified) virus that has escaped from Chinese lab, and was made as a trial for HIV vaccine. I do not know enough in this field to judge if that is correct, but the guy claiming it certainly has excellent credentials.

I also believe that it was manufactured in that lab. I don’t believe that China released it intentionally. There’s no margin in that. But it’s quite likely that the release was triggered by a hostile political faction. It could be Leftists hoping for a Hail Mary pass on destroying the economy and thus defeating Trump, or it could more likely be espionage by North Korea, which promised the USA a “Christmas present.” The NK angle would also explain the way China has sought to cover up the origins. If you have a mean dog on a leash in your back yard, a dog which the neighborhood hates and is always warning you about, and one day it bites you while you are feeding it, would you tell anyone? Nope, you’d bandage up your hand and hope nobody found out that your mean ass dog was just as mean as everyone had feared.

It looks like "Pourquoi Docteur" is the name of the place where he spoke, since it has that "à" in front, and is capitalized. I am not a French speaker, so just guessing really. Like having a clinic named "Ask a Doctor."
