Can't they treat shooting victims outside in tents? May be a good lesson for the passer bys as well to stop shooting each other. Also they should be able to release shooting victims much sooner.

In East Oakland, dialing 911, often doesn’t work between 10pm - 6am. Police and ambulance go pick up the aftermath afterward.

Why waste time/money and put yourself in danger for gang on gang bs?

i can't remember the video, but there was a journalist commenting on how an idealist rookie saved a teenage shooting victim in Chicago by taking him to hospital. The Black lady doing the intake at the hospital cussed the rookie out and told him that he should have left the teen to die, because the teen would soak up the health care resources and just go back out and get shot again or shoot somebody else. They purposely delay the call backs and pick ups for that reason, give them time to bleed out...
