Whenever I see that clip it reminds me of just how professional of politicians the Clinton's really are. I never viewed them as being weird when I saw this clip - I viewed it as an acting job. They both acted out of character a bit, both acting more childish.

I think it was intentional. Probably an effort to look "present" in the moment and make them look more relateable and vulnerable, perhaps because the appearance of a brief moment where they "slipped" and revealed a bit of slightly infantile behavior makes people attribute certain emotions to them that are normally somewhat reserved for children who frequently get caught up in the moment and have a lapse in awareness of their audience. And, children are more trustworthy (only capable of simple lies, not deep complex ones), and generally evoke positive emotions in people.

All an attempt to make people like and trust them. Not that I think other politicians don't do this stuff too, but I think the Clinton's probably study the psychology deeply, maybe paying a small team of advisors and researchers to keep them on the cutting edge of it.

Another thought though, is maybe Bill was just highly medicated, and da hillster was just trying to mimic his behavior a bit to help him blend, opposed to contrasting.
