1. Make it mandatory, for all hospitals to publish mean, median, min, max cost of all treatments under all major categories, along with tax filing to bring transparency.
2. Add new tax on every employer who sponsor health plan for their employees to encourage individual to buy their own.

This should control massive price hike every year.
