About a decade ago the public transportation was free on spare-the-air days. All the homeless and poor people would ride the rails all day. Free air conditioning! The net result was that all my colleagues that would faithfully take CalTrain every day made a specific point to drive on those days because the public transportation was completely overwhelmed. It only took a year or two for the government to realize that the idea of free public transportation was counter-productive in the extreme.
