Sounds more like adverse possession under any number of irrelevant and distracting issues. Transfer of equity from landlords to tenants may benefit a few tenants in the short run, but will generate deteriorated buildings and living situations in the long run. Why are landlords required to operate elder facilities or hospices at their own expense? It sounds like the Great Socialist Paradise gave them several options, but they just don't want to move from their cushy digs by the water.

Maybe out of compassion, the section 8 tenants should be required to board illegal immigrant families. We can see how long their own compassion lasts.

The landlord doesn't owe this guy an apartment. He has bills to pay too.

Blame liberals for creating this housing shortage problem.

The term "Holocaust survivor" is used very loosely in this particular case: the guy hasn't spent a single hour under the Nazi occupation - he was evacuated to Uzbekistan at the very start of the war.
