This article on ZeroHedge gives the story credence: Did Epstein Own An 'Extremely Sexual' Portrait Of Bill Clinton In A Blue Dress?
As the Daily Mail reveals, the original painting is by Australian-American artist Petrina Ryan-Kleid, although it is unclear if Epstein bought the canvas or had a print mounted.
As for the "extremely sexual" portrait which obviously recalls Monica Lewinsky's infamous blue dress, the source of the photo said she was inside Epstein's home for around an hour and a half for a meeting, which had been arranged by the pedophile's then-assistant Lesley Groff.
Groff has been named as a possible accomplice in the New York case - AG William Barr has said the DoJ would prosecute alleged Epstein accomplices. She was granted immunity in Epstein's controversial plea deal in 2008.

I don't think this necessarily sheds light on anything as far as Clinton boinking kids. The painting itself is actually hilarious though if real. Hopefully the guy that made it makes bank selling prints or getting other artwork sold.

Original photo where portrait can be seen was taken during one of the cleanup..err raids. Photo is grainy, but appears to show exactly that.

So far, snopes and factcheck haven't posted an article claiming it is false. For the most part these two websites don't comment on derogatory Clinton news that is actually true.

As for whether Clinton actually posed for it or whether it is just a humorous kind of surreal piece (the latter seems more likely), who cares ? That's not the kind of thing that intelligent people would even be discussing. Since Clinton was a friend of his, and the dress is just like Lewinsky's, I'm thinking it's just some kind of weird humor.
But who cares ?
If on the other hand Clinton enjoys cross dressing (certainly possible), then I guess he has something in common with Rudy.

Jeffrey Epstein had an oil painting of Bill Clinton in a blue dress — lounging on a chair in the Oval Office — hanging up in his Manhattan townhouse, according to law enforcement sources.
“It was hanging up there prominently — as soon as you walked in — in a room to the right,” a source told The Post. “Everybody who saw it laughed and smirked.”
But the bizarre home decor didn’t stop there.
Epstein, 66, also kept a mannequin hanging from the ceiling — dressed up in a wedding gown, the source said, noting how the doll was situated above a staircase.
A woman who visited Epstein’s $56 million home confirmed the existence of the Clinton painting to the Daily Mail, but didn’t mention the mannequin. She was able to snap a picture of the painting, which was posted online Wednesday.
