Not a creek left undeveloped.

It's time for about 1/3 of the Bay residents to abandon that town, and develop new land in a new budding City.
It's not that hard, SF has ran out of room. Now we can raze every structure there and build 21 story tenement structures. But traffic would be a nightmare, and would it still be the same City of Charm that attracts people there in the first place? No it would not. People would abandon it, and it would be a ran down shithole that California's poor would be bussed to and forced to live in, to keep them off the streets.

San Francisco should have a residence registry. You register to get a crack at the next available housing unit. You have to have money up front to show you can afford it.

You register for the next available unit to go on sale or vacant for rent. Then just wait your turn.

How about sending home all non-citizens. Most American Citizens wouldn't stand for the Bay Area's living conditions. If it weren't for non-citizens, the bay area would thin out very quickly.
