Beijing (AFP) - China said Tuesday its top trade negotiator will visit the United States for talks with American counterparts this week even as Washington stepped up pressure with plans to hike tariffs and complaints that Beijing was backtracking on its commitments.

The commerce ministry confirmed in a brief statement that Vice Premier Liu He, President Xi Jinping's trade pointman, would visit the US on Thursday and Friday.

The trip is taking place a day later than expected after President Donald Trump jolted global markets by announcing that tariffs on $200 billion in Chinese merchandise will more than double to 25 percent on Friday.

"China always believes that mutual respect, equality and mutual benefit are the premise and the basis for reaching an agreement. Adding tariffs will not solve any problem," Chinese foreign ministry spokesman Geng Shuang said at a regular press briefing.

Confirmation of Liu's travel plans lifted Asian stock markets as his presence could raise hopes that a deal is still possible.

The tariffs announcement tanked stock markets worldwide on Monday and worried US farmers and businesses who have been banking on a resolution to the year-long conflict that has engulfed $360 billion in two-way trade.

US officials had said the world's two largest economies were close to an agreement but Beijing reversed course in recent days.

"Over the course of the last week or so, we've seen an erosion in commitments by China, I would say retreating from commitments that have already been made in our judgement," US Trade Representative Robert Lighthizer was quoted as saying in media reports on Monday.

He said the tariffs would increase at 12:01 am (0401 GMT) on Friday.

Treasury Secretary Steven Mnuchin described the negotiations as 90 percent complete but told reporters that in recent days the talks went "substantially backward", according to the media reports.

They are but they can make sense to stem trade imbalances and protect local manufacturing. For example most poor people are poor not because they cannot afford cheap Chinese manufacture clothes sold by Walmart but because of rent and healthcare and other services with runaway inflation for decades. So putting tariffs on Chinese junk to help the local US economy may be quite a valid and beneficial trade-off.

This is awesome. Finally someone who stands up to China for stealing our technologies and dumping their products to drive our local economy to whither. We are not protecting our economy. We are protecting the fairness of the trade and preserve our way of life. Trust me, you don't want Chinese government taking control of our lives. Unless you like what happened to Tibet. Let me remind you China destroyed most of 6000 temples in Tibet.

So for example, lets say that a chinese exporter sells a product to a USA buyer for $1....but now with a 25% tariff, the cost to the buyer will be $1.25....So now the buyer decides he can't make a decent profit with the cost being $1.25 so he won't buy it. The chinese exporter asks him why he canceled his order and the USA buyer tells him...Now the chinese exporter has the option to lower his price... maybe from $1 to 0.85 cents and with the 25% tariff, the new price will be a $1.06....they agree and the buyer now pays $1.06 and can still make a profit and the chinese exporter can still keep his business running...I think that is how business works but I could be mistaken.

Guys, this is a bipartisan policy, not just Trump's. You guys are giving too much credit to Trump. It is amazing China got away with this much for as long as they did, thanks to Obama. Not any more. It won't make any difference if the Democrats would win the next election. I think it is pretty much the general consensus in US to fight China on this. Just don't choose a president who is too liberal.

China can't survive without US exports. Something like a quarter of their economy is exports. The US was never such, 5% for most of our history and most of that raw materials like copper and wheat, not finished goods like Radios and Cars. China is the opposite.

This is the most important thing we can be doing for our long term economic health. Wall Street does not want us to go on a diet to reduce our Chinese Import Obesity Blood Pressure, but to keep stuffing our faces and swiping the credit card on Junk Food Imports

“We looked at opening another unit in Tupelo and then bolstering up our other two West Coast and East Coast manufacturing units,” Alber said. “And so we’re hiring … 500 people, and we’ve got 140 right now in Tupelo. We need to hire more, and we need to hire more on the coasts, as well.”
