How can police keep the crime rate down if people keep reporting crimes?
I was at a party in a sketchy Oakland neighborhood. I got back to my car and a window was broke and my car had been burglarized. I called the police and they said they would be there in 2 to 12 hours. I tried to file a report online and after filling in all the details the website crashes.
