This could be easily fixed by the US implementing an outright import BAN of all Foxconn products. No messing anymore with tariffs: Cut off the trade completely.

They are the State Department that signed off on China's intellectual theft for American companies to even do business in China. They are undermining him on every turn, just look at the Security Council that got up there and lied about Iran being good little boys and NK is still making Nukes a few days ago. From Naked Capitalism - Yves here. In 2017, we wrote of Foxconn’s record of cheating on its plant deals and the fact that even if the Wisconsin agreement worked out as planned, the cost to the state per job created was so high as to be a giveaway. Sadly, things played out according to script.

From the comments section:

1. The point person for the state dealing with Foxconn learned about the change of plans from the Reuters report. Not a good sign.

2. Walker is trying to cover his ass by tweeting “no jobs, no tax credits.” This is literally true (if Foxconn hires NO ONE) but the tax credits are structured so that the cost to the state per job is substantially higher if employment is low. And at least a billion or so of public money is for eminent domain and new/expanded roads, which is sunk cost regardless.

3. The Reuters article says (paraphrasing) “the business environment has changed since we made the deal so of course the deal has to change.” Which is a pretty ballsy thing to say less than 2 years in to a 15-20 year deal, when it is not obvious that business conditions have changed in any meaningful way.

4. I think the state Repubs are correct when they say the problem is the new Dem Gov (by which they really mean the state’s voters, since the gov has only been in office for a couple weeks and not done anything yet). Had Walker won again, the Foxconn/Repub cabal could have continued scheming, hiding, lying, cheating, postponing, etc for the next several years. With this Gov, that is no longer possible.

I haven’t driven by there in a couple of months but last time I did, there was not much construction evident.

The jobs, the winning, the MAGA - when will it end ? Anyone seen or heard anything about those 1000s of job U.S. Steel is working on ?

Veteran analysts of the flat-panel industry, which is based entirely in Asia, are openly skeptical that even the smaller cousin of that massive plant — what’s known as "Generation 6" — will be built in Wisconsin

Another career-long expert, Bob O’Brien, puts it at no better than 50/50. O'Brien is president of U.S.-based Display Supply Chain Consultants LLC and tracks the global flat-panel industry.

Struggling to explain the business case for the Foxconn investment in Wisconsin, some analysts have concluded that the company's main interest is political.

All the while, the industry in Asia remains in flux. It's been less than two years since Wisconsin's 2017 announcement, and flat-screen suppliers already are moving onto next-new-thing panels that don't even involve glass. They include flexible screens for "foldable phones" and "rollable televisions."

Harvard Business School economist Willy Shih: "If you are going to play the game, you have to put the whole team on the field."

Shih, a former Asian business consultant who has visited flat-panel manufacturing facilities in multiple Asian nations, wonders how Wisconsin can manufacture panels at prices that are competitive with Asia.

"If you end up in a facility that's not competitive, it does no one any good — the facility won't survive and the employees lose out."

Shih, who grew up in Wisconsin, said he'd have lured industries that already are known to be competitive in Wisconsin, such as industrial automation or medical technologies.

"With $4 billion," Shih said, "you could have done a lot."
