The only solution to this is immediate legalization of all narcotics!

"There’s an economic cost to vacancies too because they’re a drag on supply, which puts upward pressure on prices and crowds young buyers out of the market"

Are Chinese THAT completely backward at basic market economics? Since when and in what universe does oversupply put UPWARD pressure on prices?

If it is built but kept off the market.

You can bet there are people living in cardboard boxes in the streets while the apartments are sitting empty right above. Beautiful economic system.

How many empty apts are sitting in SF?

Why not just let the homeless hang out in your yet-to-be-sold $2 million 1 br?

Not many, I suspect. In China it's different because for some (cultural?) reason the owners are reluctant to rent out their investment properties.

Can we ship our homeless and 90% of the population of Mexico there?

Ehh.. I know people who left China years ago and now live in U.S. they are not super well off, but are doing well, they still own many apartments in their homeland, they don't even care about renting them out, apparently it's to much of a hassle, but their must be some reason for it. I don't think they have property tax, just turn the water and power off, drain the pipes and leave it. As long as it holds it's value it's a good investment, and might even go up in value. Tangible investments don't just grow on trees, they are nice to have as your own.
