I commuted on BART for twenty years and never once saw a BART police officer in a BART station or on a BART train.

You should see the BART SWAT team. They throw their Baby Ruths at fleeing muggers.

In Dallas, the DART train lets all comers on board and there's only a chance someone will ask you for a ticket. If you don't produce one, you're thrown off at the next stop. Of course, there's nothing keeping you from boarding the next train and continuing on to your destination. The Dallas North Tollway works the same way. Toll booths were removed and people are on the honor system and they wonder why they are millions in the hole each year.

I think that system would only work with the right populations and even then there should be some sort of fine if caught.

There are reserved parking spaces for BART police, at the South San Francisco BART station, directly across from Starbucks. They are almost always occupied. In 20 years I never saw a BART police officer in the South City BART station. When I found myself in the middle of a gang fight in the South City BART parking garage, and called 911, the South City PD responded immediately although I could see an unoccupied BART police car parked in front of the station 100 yards away.

And then there is the revenue lost by giving families of BART employees free passes
