2 SEC. 11081. ELIMINATION OF SHARED RESPONSIBILITY
3 PAYMENT FOR INDIVIDUALS FAILING TO
4 MAINTAIN MINIMUM ESSENTIAL COVERAGE.
5 (a) IN GENERAL.—Section 5000A(c) is amended—
6 (1) in paragraph (2)(B)(iii), by striking ‘‘2.5
7 percent’’ and inserting ‘‘Zero percent’’, and
8 (2) in paragraph (3)—
9 (A) by striking ‘‘$695’’ in subparagraph
10 (A) and inserting ‘‘$0’’, and
11 (B) by striking subparagraph (D).
12 (b) EFFECTIVE DATE.—The amendment made by
13 this section shall apply to months beginning after Decem-
14 ber 31, 2018.

So here's two sticking points coming up next year around tax season and then around election time.
The Establishment earlier this summer passed a budged agreement that said the Mandate would be enforced this year, and the IRS would be instructed to ignore Trump's last year suspension of the mandate.
You're talking about many tax payers with families being hit for $650 for each member of the family. Could be up to a $3500 bill.
These cheeky bastards planned on Trump being resisted hindered and obstructed through the year, he not get taxes done, and they damn sure didn't expect the mandate appeal.
This thing is hanging out there and will spell the doom for congress. The Patriot candidates are going to put this all in the right place. Nobody will be blaming Trump.
He suspended the IRS from looking, Congress took it off, now they are repealing the mandate while Trump's mandate suspension doesn't stand anymore. They set the affective date out another year.
Extending it until December 2018 is really chicken shit because that means you don't have to file have insurance for the year 2018. Because It wont be in effect on 4/14/2019 come tax day.
