So he was actually stopped from dumping his shit onto public land without a permit. If you dump a used coffee cup on a highway, you can be fined $300 dollars. Imagine dumping hundreds of tons of shit on a highway. I think the fine and the order are appropriate. This is littering on a massive scale.
