Trump to sign 'Buy American, Hire American' order targeting the main visa program for tech workers

WASHINGTON — President Donald Trump is planning to sign an executive order that seeks to make changes to a visa program that brings in high-skilled workers.

Trump is heading Tuesday to Kenosha, Wisconsin, where he plans to sign an order dubbed "Buy American, Hire American," said administration officials who spoke on the condition of anonymity despite the president's frequent criticism of the use of anonymous sources.

The officials said the order, which Trump will sign at the headquarters of the tool manufacturer Snap-on Inc., would direct the departments of Homeland Security, Justice, Labor, and State to propose new rules to prevent immigration fraud and abuse. Those departments would also be asked to offer changes so that H-1B visas are awarded to the "most skilled or highest-paid applicants."

The White House said the program was undercutting American workers by bringing in cheaper labor and said some tech companies were using it to hire large numbers of workers and drive down wages.

Administration officials said the order also seeked to strengthen requirements that American-made products be used in certain federal construction projects, as well as in various federal transportation grant-funded projects. The officials said the commerce secretary would review how to close loopholes in enforcing the existing rules and provide recommendations to the president.

The order specifically asks the secretary to review waivers of these rules that exist in free-trade agreements. The administration said that if the waivers were not benefiting the US, they would be "renegotiated or revoked."

At one debate, Trump called for fully ending the program, saying: "It's very bad for our workers and it's unfair for our workers. And we should end it."

The officials said the changes could be administrative or legislative and could include higher fees for the visas, changing the wage scale for the program or other initiatives.

Critics say the program has been hijacked by staffing companies that use the visas to import foreigners — often from India — who will work for less than Americans. The staffing companies then sell their services to corporate clients that use them to outsource tech work.

Employers from Walt Disney World to the University of California at San Francisco have laid off their tech employees and replaced them with H-1B visa holders. Adding to the indignity: The US workers are sometimes asked to train their replacements to qualify for severance packages.

Hardly. This would be a great thing if Trump actually makes a policy change that has an effect, but I doubt it will. I'm skeptical if his stated goal is even achievable at this point, but it's hardly catering to special snowflakes to make it worth all the time and effort it takes to become a STEM professional. If it's not clearly worth it, America's technological dominance will continue to falter. It takes two generations to build up a skilled workforce and only one to lose it.

Their dream since the 60s was to make sure no STEM employee ever commanded a salary larger than a manager, which they did quite frequently until the 90s. It was an insult to their 6-sigma Lean Best Practices MBA Ego that teaches a handful of plug in formulas, networking, and powerful command of the latest buzzwords is the mark of true merit and accomplishment. Hughes, Ford, Jack Northrop, Boeing, made things, and made America the worlds leaving manufacturing base and innovation center for over 50 years. Along come the 1960s and the dopesmoking snowflakes (include Clinton, Obama, Biden), we elect these snowflakes who smoke dope and cheat on their spouse.

Then the US citizens elect those snowflakes who are dishonest, have law degrees, and put people in high places who have never made anything.

Then the US citizens believe the rhetoric (perception, persuasion, deception, and lies) of the liberals who cheat and smoke dope. They elect these to the highest ranks of government.

Gee - why did the US lose all our manufacturing and innovation, and yet increase lawsuits and government jobs, and why did we get to $20T in debt.

Just a mystery that the US cannot understand why we got where we pointed?

This is exactly my experience at large firms once the lawyers took over.

Trump has been trying to convince many large firm to retain and hire American.

Obama never did this, but as millions of Americans lost good jobs, they began to understand the deception and lies of NAFTA and also of Clinton and Gore. The debate of NAFTA with Perot may be in the past, but for many seniors it still happened, as a massive public debate in the early 1990s in the MSM.

Clinton was wrong, and Clinton II did not get elected in part because of this. Shame on Bill Clinton for not manning up to the negative side of NAFTA. It had some good points, but man were the negatives costly for the american working, and for the US economy and National Security.

Dems - man up/woman up to the fact that NAFTA created a long term jobs and financial mess for the US sense of self worth, capability, and long term viability. Now we are getting challenged by Communist and Left leaning governments, who are noticing our lack of manufacturing, our focus on paper pushing and large government. Verily the liberals have turned us into a Kleptacrasy that is too similar to the Soviet Union of the past. What Irony.

It doesn't apply to all the outsourced products all the Trump ilk import.
Does he make any of his products in the U.S.A. with American labor.

I have talked to a lot of innovative enginners - this is exactly what the MBAs and Lawyers bring, and yet they are in the cash flow, sucking $Ms from the innovate initiatives. They place paperwork and other hurdles, (way beyond the needed documents).

If this is going on by the Millions, I think we have our answer to why the US is stuck in a quagmire of slow growth, outsourcing, jobs replacement.

The bean counters sabotages Americas industriousness, and replaced it with bureaucrasy, paperwork, regulations, and stacked the deck of medium and small corps with MBAs, Arts, Contracts and Lawyers.

Trump may be politically incorrect, but he is right about he push to bring back jobs, and cut the red tape. My accountant has a red tape empire that she end up being the highest paid consultant!!! Shame on the paper pushers for they know not what they do.

I missed the part where Trump talks about how many h1-b's he's going to cut. Someone want to show me where it is? He ordered a study for christ sakes. Standard bureaucratic maneuver to look like something is being done while actually doing nothing at all. Then all the trumptards get their dick hard and say look what a great president trump is. Wake me up when something is written in the law or regulations.

The conservative left will never be happy with anything Trump does for the exact same reason the conservative right was never happy with anything Obama did even when he just endorsed their policies.
