Judicial Council adopts new rule •  Takes effect immediately Those contesting a traffic ticket now no longer have to pay the fine first before being heard, the California Judicial Council says Monday in adopting a new rule.

For trials by written declaration - most definitely. I'm surprised to hear they required a bail for in-person appearances too.

Well as long as they made money... it's California after all. I wonder how I can get some of that money. Is the payment processing a 3rd party outsourced thing, or do you have to show up at the Court house and stand in line?

If you want to pay by CC, they will direct you to a 3rd-party website which charges a "convenience fee" ($2.50 IIRC). Sending in a paper check is $.49. But there is an option to stand in line if someone has nothing better to do with their time.

Still not clear what happens if arraignment is waived and plea is entered by mail. Bail, no bail?
