Outreach workers are on the front lines of Santa Clara County's homeless problem -- which has become a hot-button issue as encampments appear to have grown, or at least have become harder to ignore.

Why do they do this only once every two years? The problem seems to get worse day by day. And there is at least 100 tents on the Guadalupe river from Story Rd down past the airport, probably well over that figure. It blows my mind that the strongest economic county in the US can't keep clean up the homeless problem or keep its libraries or fire stations open.
