It all has to do with context. If you did the chimp picts with Obama, people would think that you are intending to make the statement that blacks are subhuman. With GWB, it was obvious that the comparison was based on GWB's intelligence, not his ethnic background.

Besides, the chimp thing wouldn't work with Obama. He's evil like Bush, but not retarded like Bush.

If you want to make fun of one of Obama's character flaws, I'd recommend going with the fact that he has no backbone.
