Prop 16 will be on the California ballot this November. It passed the state legislature as ACA 5, so you will often see that name as well.

Prop 16 will repeal Prop 209 of 1996. 209 prohibits the state from discriminating by race, sex, or ethnicity with respect to public employment, public contracting, and public education.

In other words: If Prop 16 passes, it will again allow the state to discriminate in hiring and education.

I've been following the discussion on my local NextDoor.com board. Most of the discussion seems to center around admissions policies of the UC school system, which already uses "economic background" and "hardship" as considerations. One claim at NextDoor is that ACA 5 was specifically intended to allow UC student population to closely follow the race/ethnicity of California as a whole; this would cut the 36% of those identified as Asian back to 15%.

Means: Will allow to discriminate smart people on favor of people easy to manage, following and obey.

Shit. Why do they need a Prop, they have been doing it for over 50 years without a Prop. or abolishment of 209. If you hadn't noticed, the Great Socialist Paradise of CrummyFornia doesn't care about legality or illegality to do whatever the fuck it pleases by fiat most of the time.

I would say this hasn’t a prayer of passing. Latinos are the actual majority in California and stand to lose with this bill. Whites won’t gain or lose. Asians will lose. Blacks will gain.
If most of the whites and all the blacks vote for this it still won’t have enough to pass.

I don't see how Latinos lose if this passes. Latinos are somewhat underrepresented at UC schools, so they'll be getting more spots. But remember, giving in one little bit means just a further barrage of demands. At Berkeley, for example, Latinos are just shy of 15% but why not demand that the number be pushed to 40% at each UC school? That's a big change. And demands for changes in faculty too.

The problem is that any white resistance to these types of schemes is RACISM. But non-white insistence on set asides based solely on demographics is OK. And no one sheds any tears for white under-representation, and so white folks have no defense. Can't argue for fairness which equals RACISM, can't argue for color-blind meritocracy, which equals RACISM. Frankly, can't argue at all, so just shut up and go away.
