The author Adriana Belmonte does not appear to understand the distinction between healthcare costs and insurance premiums. They are not the same, though she uses the terms in an inter-changable manner. The whole article dismisses the bullshit that "we are going to get rid of so called Cadillac plans" that would effectively allow individuals who the article are referring to as under insureds to be adequately insured. The ACA has caused insurance premiums to rise, along with deductibles and Max Out of Pocket costs to go up. Add all of those to increased ACTUAL healthcare costs that all of you providers charge, where the REAL COST is coming from, and of course you're going to be paying exponentially more for "healthcare." The whole push behind ACA should have been at reigning in provider costs charged to patients and making costs 100% transparent before service.
