Interesting quote. There is a vast array of powerful forces that really do not want the cost of California real estate to decline:

* banks (lower prices would lower the value of their collateral, and lower future revenue because of smaller loans)
* the NAR, the second-largest corruptor of Congressmen
* most members of Congress and the CA state legislature, who mostly personally own expensive houses they do not want to see decline in cost to buyers

Personally, I'd love to see CA real estate prices plummet
