Texas gets California's Poor While Jobs and the Rich Stay put.

Seems to be a correlation between high housing prices and out migration of lower income people, which makes sense. Out migration of people slowed as housing prices in CA dropped, now that prices are rising some the exodus resumes, yet upper income people are staying put. It will be Interesting to see if the recent tax changes will move the upper income.

In years past it seemed as if people moved to where jobs were. Perhaps today at the lower income levels there are always jobs in retail, food service etc. so people can go to where the cost of living is lower, states such as Texas. Interesting article
