If they wanted to help they would first remove the regulation barriers they have in place: zoning laws and building code.
They would allocate some space for new development. Spending public money on this is hypocrisy.

But of course they wanted prices to go up slowly back to bubble prices. They wanted to bail out underwater home owners and banks from their mistakes by screwing the next generation.

Now the only thing that changed is that the economy is hitting a wall because of this system. So they maybe want to increase the inflow to a point where maybe prices will stay high and stable. They certainly don't want to have enough units to house the next generation.

What CA really need is to make a deal with FB, GOOG and AAPL to create centers in Ukiah or Eureka and decree this to be the next silicon valley.

Too little too late. California median prices will go up by 25% or more by 2020 before anything gets done.
I just don't understand why they can't build houses at 2005 levels. We had zoning and NIMBY back then too.
